SMART is an acronym that stands for Specific, Measurable, Achievable, Realistic, and Time-bound. A SMART goal is a statement a person can make to help them achieve a desired outcome. In this session, Justin Grunert, MSM, will review each of these topics to help you create a goal for yourself, give you resources to help you achieve it, and offer tips that will help you reach your SMART goal.

Justin Grunert, MSM, is Training Coordinator and LMS Administrator for the International Parking & Mobility Institute (IPMI). He assists the professional development team with all the different programs that IPMI offers. He earned his master’s degree in HR and organizational development in 2017.

Wouldn’t it be nice to be a member of a “perfect team?” Is that even a thing, and if it is, how does that happen?  Building the perfect team is achievable but it takes everyone’s commitment. This session will explore the dynamics necessary to create a great team and examines how each of us can affect the team’s success (or failure). Carmen Donnell shares her experience and provides practical examples of how frontline parking and transportation professionals can work to maximize team effectiveness.

Carmen Donnell, CAPP, brings more than a decade of parking, transportation, and mobility industry experience alongside a keen interest in relationship management. She is a respected sales leader and an active participant in many industry organizations who  prides herself on viewing parking solutions from the client’s perspective. With over 35 years of experience in law enforcement, parking, and transportation services, she brings comprehensive industry knowledge and professional experience to the IPMI training program. Cindy is a Past Chairman of the Board for the IPMI and is credited as one of the founders of the Parking Matters® initiative.  Prior to joining the staff at IPMI, Campbell served as Associate Director of University Police for California Polytechnic State University. Rahm Emanuel said, “You never let a serious crisis go to waste. And what I mean by that it’s an opportunity to do things you think you could not do before.”

Last year brought discussions of campus closures, telelearning, and teleworking. Within a week, these discussions were reality. When the awareness that this COVID thing would last longer than a few weeks, we started to look at how the lull could be used to keep the momentum of teleworking going as a demand-reduction tool.

To address all the issues for making teleworking an ongoing mobility strategy, we created a telework committee. Stakeholders from human resources, technology, safety and ergonomics, employee/union relations, communications, and finance. Transportation Services coordinates the committee, which will address the physical, legal, supervisory, and training issues and keep teleworking a viable mobility option into the future.

Attendees will:

  • Illustrate how teleworking is a mobility advantage.
  • Recognize the institutional needs of a teleworking program.
  • Detail best practices and measure the effectiveness of amnesty and relief programs for constituents and revenue recovery efforts.

Offers 1 CAPP Credit towards application or recertification.

Perry Eggleston, CAPP, DPA, has more than 25 years’ experience developing, refining, and implementing mobility programs as an officer, supervisor, manager, director, consultant, and executive director. In his career, he has served organizations in California, Kentucky, New Jersey, and Texas. He is an active member of the IPMI and California Public Parking Association.

Ramon Zavala, Transportation Demand Manager, UC Davis Transportation Services

Ramon Zavala holds a bachelor’s degree in criminology from UC Irvine, where he began his work in transportation demand management. After seven years with UCI’s Transportation department, he transferred to UC Davis’ Transportation Services, where he manages the TDM program, transit relations, and overseeing the overseeing the bicycle program.

Bouncing Back from Adversity

Let’s face it: a career in parking and transportation comes with more than its share of internal conflicts, aggressive customers, and unpleasant situations.  No matter the role you play in parking and transportation or how long you’ve been in the field, there are potentially countless interactions that can chip away at your confidence, make you question your abilities, and challenge your decision to stay in the industry.  This session is intended to help you better understand the skills and attributes of those who have faced similar environments with success and explore strategies that help us to cope with the major stressors we encounter.


Casey Jones, CAPP, is a recognized transportation and parking industry leader with more than 24 years of  industry experience overseeing parking and transportation programs in the Pacific Northwest and at the University of Colorado and Boise State University.  He’s spent the past 10 years providing consulting and project management services to universities, cities, and hospitals, focusing on improving customer satisfaction, operational effectiveness, and financial performance.  His public and private sector operational experience complements his strong project management skills and experience.  He joined DESMAN in August 2019. He is a past chairman of the Board for the International Parking & Mobility Institute (IPMI). He serves on the Accredited Parking Organization (APO) Board of Directors and is a Board Director for the California Public Parking Association and Pacific Intermountain Parking and Transportation Association.

Concepts of Mobility

Brian Shaw, CAPP

The rapid change and evolving use of mobility services and technology in the parking industry is an area that parking professionals need to stay on top of. This session provides an overview of the latest developments in micro-mobility, mobility-as-a-service (MaaS), public transit, and ride-sharing (transportation network companies, carpooling, and vanpooling).  Discussion will include changes to parking credentialing, permitting, access control payments, and enforcement through the growing use of license plate recognition (LPR), mobile payments, and cloud-based software-as-a-service programs to manage parking resources.


Brian Shaw, CAPP, is Executive Director of Stanford Transportation at Stanford University. He has spent his nearly 25-year career fostering commuter travel choices and innovations in parking management. He has worked primarily in higher education at some of the leading research institutions across the U.S. Under his leadership, Stanford has been able keep its peak-hour trips under a cap established in 2000, while the campus has continued to grow and thrive.

Working Toward Equity: Discussing Diversity, Inclusion, and Microaggression

This session will examine systemic racism that is embedded as normal practice within any organization. It involves policies, practices, structures, and norms that can result in inequitable outcomes for people of color. The session will look at diversity, inclusion, and microaggression’s impact on organizations.


Kim E. Jackson, CAPP, Director, Transportation & Parking Services, Princeton University

Kim Jackson, CAPP, provides leadership, expertise and management for university transportation and parking operations, services, facilities, and programs. In 2008 she was hired as the first Director, Transportation & Parking Services for Princeton University. Kim previously worked at IPMI as the Executive Director. Prior to IPI, Kim was Director of Parking & Transportation at Rutgers University in New Jersey, where she was responsible for the university’s parking and transportation programs, and management of daily operations of a multi-faceted program for five New Brunswick campuses and contracted bus services. Kim is a class of 2000 CAPP graduate.

Matt Penney is the Director of Parking and Transportation Services for Baylor University in Waco, Texas. He has been in the parking and transportation industry for the past 16 years. Prior to Baylor, he served as a General Manager and Vice President of Longview Transit, in Longview Texas for the managing company McDonald Transit. Penney also worked for the Texas Department of Transportation (TXDOT) as a public transportation funding specialist and as the Director of Service Development for Waco Transit, the public transportation provider for the City of Waco. Matt has a bachelor’s and master’s degree from Stephen F. Austin State University.

Happiness at Work: It’s a Decision

Marlene Cramer, CAPP

As parking and mobility professionals, we’re keenly aware of the challenging role we play in meeting customer expectations. With the added pressures ushered in with a pandemic, it is vital that we take time to tune in and refocus on our current level of happiness. This session will share simple strategies and insights designed to help you increase your level of personal contentment and make it easier to perform at a higher, happier level.


Marlene Cramer, CAPP is the Director of Transportation and Parking Services (TAPS) at Cal Poly in San Luis Obispo, California.  In her role, Marlene oversees a comprehensive sustainable transportation and parking program including access and mobility through transit, carpool, vanpool, electric vehicle charging, and bicycle programs. The award-winning program has been recognized as a “Best Workplaces for Commuters” and “Bicycle Friendly University”.

Marlene serves as the Past President of the California Public Parking Association (CPPA).  She holds a Business Degree in Management and Human Resources Management from Columbia College.
