Vanessa Solesbee headshotVanessa Solesbee, CAPP, is Parking & Transit Manager for the Town of Estes Park, Colorado. In her role, Vanessa manages on- and off-street parking for a small mountain community that welcomes 4.5 million visitors each summer. Vanessa also manages Estes Transit, a free seasonal shuttle system with five routes serving 55 stops throughout the Estes Valley. Vanessa is currently leading one of the Town’s four COVID-19 operational response teams focused on accelerated economic and business recovery.  Vanessa is also President of The Solesbee Group, LLC (TSG), a management consultancy founded in 2013. TSG specializes in designing public involvement processes that support parking, transportation and mobility planning efforts for cities and universities. Vanessa was also part of Kimley-Horn’s parking planning practice from 2015-2017.

Member News: Walker Offers Solutions to Mount Sinai Amidst COVID-19 Crisis

Mount Sinai Health System in New York City is perched at the epicenter of the COVID-19 pandemic in the U.S. With thousands of cases throughout the system, Mount Sinai’s employees are working more shifts and longer hours, upending their normal commutes. As authorities advise that the risk of infection is amplified by being in close quarters with others, many workers who regularly commute by mass transit are instead driving to work in private vehicles.

Mount Sinai’s operations team partnered with Walker Consultants to secure additional employee parking options near multiple hospital and medical office sites in three NYC boroughs.

Will Rhodin, Senior Consultant in Walker’s Philadelphia office, has been overseeing the project. “We were able to quickly secure agreements with about 25 nearby parking facilities. We implemented solutions immediately, even overnight in some cases.”

Hundreds of Mount Sinai employees are now parking in facilities near their places of work daily, mitigating what would otherwise be a major obstacle in the health system’s efforts to staff its operations during the COVID-19 pandemic. Mount Sinai is covering the cost of parking for staff.

Walker also assisted with Mount Sinai’s employee shuttle system by contracting additional full-sized coach buses that give workers more room to follow social distancing standards.

Walker continues to be a resource to the health system by updating informational documents, communicating with the garage and shuttle operators, and reviewing parking invoices to ensure that billings adhere to agreed-upon terms.

Rhodin adds, “We’re pleased to be of service to the hard-working, dedicated and selfless healthcare workers at Mount Sinai. Our hope is that they’re able to get to work in the safest, most efficient way that puts themselves, their patients, and the community at the lowest risk. We are also grateful for the eager and generous participation of several NYC-area parking companies, including Champion Parking, Garage Management Corporation, GGMC Parking, Icon Parking, LAZ Parking, Little Man Parking, Manhattan Parking Group, Park It Management, and SP+ Corporation. They each provided facilities to quickly accommodate the Mount Sinai community, and they continue to be partners as needs change during this crisis.”

Robert Ferrin Bio ImgRobert Ferrin, Assistant Director for Parking Services, Columbus, Ohio, oversees the administration, enforcement, operations, and management of public parking for the City of Columbus.

In June 2019 he was elected to the International Parking and Mobility Institute (IPMI) Board of Directors. Robert moved to Columbus in late 2017 from Colorado, where he spent nearly seven years working in various parking leadership roles with the City and County of Denver as their Manager of On-Street Programs and the City of Aurora as their Parking & Mobility Manager. Robert is a graduate of the University of North Carolina at Charlotte, where he earned a Bachelor and Master of Geography degrees.

Positivity During Pandemic

There are some advantages to living in a small town. One such advantage is the mentality of, “we’re all in this together.” Local restaurants and bars are offering takeout options, even if that’s not a model they’ve ever had before. Neighbors are sitting on front porches to maintain human contact while still observing social distancing guidelines. Many more families are taking advantage of the walking trail along the river.

Bloomia USA is a wholesale florist in King George, Va. Because of the COVID-19 pandemic and the shutdown of so many businesses, they had a surplus of tulips. Rather than allow the flowers to go to waste, they sponsored Operation Tulip Drop. On a recent Saturday, they set up a few locations in downtown Fredericksburg, where they handed out bundles of tulips for free. Residents were invited to drive up and be handed a bunch—or bunches—of tulips to brighten their day. Even residents on foot were welcome to take tulips. Some folks took whole boxes of them to distribute to their neighbors, nursing homes, etc. One of my neighbors brought me a bunch that morning. And then later in the day my husband and I walked into town and picked up an entire box to distribute to additional neighbors and family members.

More than 300,000 tulips were distributed that day. Such a simple—and very generous—gesture that, sure, is good PR for that company, but really brought so much joy to our community.

Imagining a New Working World

A large portion of the working world is adjusting to a new normal of working from home.

Many are doing this while also being primary caregivers for a family, head of school for children, and maintainer of sanity for a household. In this current climate, we are all juggling a lot. But as we turn the corner on a month of this new normal, I get the sense that many work-from-homers are starting to settle into this rhythm.

I have worked from home for a long time. At my previous company, I routinely worked from home when not on the road. It brought a sense of work-life balance to be home when I was home. My partners were scattered all over the country and our communication was virtual before that was a thing. We collaborated in-person at client meetings or once a quarter or so in an office. But every other day was phone/email/instant messaging/video calls.

I, for one, really like the approach. And I don’t think I’m alone. A recent state of work productivity report found that 65 percent of remote workers felt more productive, and two-thirds of their managers agreed. When you get your at home setup right, you are really able to hyper-focus and produce. What if we come out of the next few months with a workforce that is more nimble, productive, and able to work from wherever rather than the brick and mortar model?

First, our office spaces could be easily reimagined. Instead of a traditional office model with workstations for everyone, there could be collaboration space for teams to come together when needed and a smaller number of workstations for in-office days. This reduced footprint would lower the space we dedicate to office space in our cities, which could be returned to housing (an amenity in short supply, high demand, and even higher price in our cities). It would also reduce overhead costs for companies. Flexjobs reported that employers could save approximately $22,000 per year per remote worker.

What about transportation? Under our current stay-at-home orders, we have seen vehicles disappear off of our roads. Based on estimates from the last U.S. Census, there are about 115 million vehicles commuting every day with a single occupant. Reducing actual commuters and their vehicles would have astounding effects on congestion and resulting pollution.

We aren’t likely entering a world where every worker becomes a remote worker. It’s not feasible in many industries. But what if a bigger portion went that route? In 2016, the Census reported about 150 million workers. Around that time there were about 4.7 million that were remote workers. What if we tripled or quadrupled that number? That could be more than 10,000,000 vehicles per day off the road. Imagine the impacts to congestion, parking needs, pollution, travel costs, infrastructure needs, and beyond.

COVID’s Effect on TDM Programs

With the COVID-19 crisis in full effect, I started to look at the post-crisis impact on traditional transportation demand planning. I work on a large university campus with an active TDM program that’s been successful in the reduction of the number of single-occupant vehicle (SOV) trips. However, how will the COVID-19 crisis fears change the community’s perception of safety in using multi-passenger modes like mass transit and carpools?

When classes return to campus, I believe there may be a significant increase in SOV trips as affiliates want to travel in environments they control. If this spike occurs, how will campuses deal with the sudden vehicle increases, which were effectively reduced in the past, and how long will this “temporary” spike last?

With those questions in mind, I am taking this downtime to consider countermeasures. Keeping in mind the affiliate’s safety concerns, the campus administration’s desire to provide campus access, and maintaining carbon reduction mandates, how will we address what may be only a relatively temporary situation?

With the assistance of an industry expert on parking demand shifts, we are taking a serious look at addressing these potential SOV spikes when classes return to campus. Solutions being discussed are parking permit sales caps, prohibiting additional categories of students from purchasing permits (first-year students are not allowed to buy a permit at present), to reassessing our permit structures to include a zonal component that moves more parkers out of the campus core to its extremities. I found the zonal suggestion interesting as I was looking to implement this in about three years, but I am amazed how a sudden circumstance change requires its consideration now.

Scott Petri headshotScott Petri, Executive Director of the Philadelphia Parking Authority, is devoted to public service and committed to providing strong leadership and direction to the PPA. In 2018, he guided the authority through accreditation, resulting in the PPA being Accredited with Distinction by the International Parking & Mobility Institute (IPMI), the highest rating available by this trade association.

An accomplished and talented leader with years of experience in fast-paced legal and legislative environments, he has been a practicing attorney for more than 30 years, and served in the Pennsylvania House of Representatives, where he represented the 178th Legislative District from 2003 through 2017.

Scott has worked to reform the legislature by instituting new rules to make government more transparent and open. He helped re-write Pennsylvania’s House Rules incorporating new standards of conduct for members, as well as laws to protect children from abuse. The National Federation of Independent Business awarded him its Guardian of Small Business award in 2014; and in 2012 and 2016 he was named State Public Official of the Year by Pennsylvania Bio, the statewide trade association representing the life science industry, and Legislator of the Year by BIO, a national association
