Transformation by Communication

The City of Aspen, Colo., Parking Department was recently assigned the task of addressing a section of town and transforming it into an enforcement zone. The city has four residential parking zones–A, B, C, and D–that have been in effect since the inception of paid parking in 1995.

Initially, we had to determine the boundaries of the new zone. After many site visits and map creations, these boundaries were identified. To change this area into a new zone required input and buy-in from area residents, who first received a letter explaining the proposed changes. The next step was to hold an open house to understand how the residents felt about the changes. To the staff’s surprise, much of the feedback received was positive. Residents voiced frustration that the area had been used to store vehicles, including trailers, for quite some time, and said it was difficult to find available parking for themselves and their guests.

Upon approval from the city council, a proposal was implemented. After a couple of weeks, installation of new signage was complete. For the first week, we placed fliers on vehicles and trailers informing the owners of the newly implemented regulations. The second week, warning citations were issued to those that hadn’t moved. The third week of enforcement, regular citation were issued.

By the third week of enforcement, we learned that very few citations were issued. We credit this to the staff’s hard work, detailed planning, and public outreach that took place prior to implementation. What we learned is that an effective and repetitive public outreach program can make policy change go smoother.

In Defense of On-street Parking

The media are full of stories of cities removing on-street parking spaces to create bike lanes. Let me state at the outset that I am all in favor of bike-riding, though I don’t count myself among bike riders. I am also aware of and support efforts to reduce greenhouse gases and bikes have numerous advantages in terms of the nation’s and the world’s health and well-being.

I am still waiting to see, however, the definitive study measuring the effect of eliminating on-street parking in business districts on merchants and their survival.

A few years ago, I was part of a team conducting a parking study in Fort Collins, Colo. The question came up: What would be the effect of eliminating on-street parking on one of that city’s busy downtown streets?

We were not commissioned to answer that question. But as the former director of downtown organizations in Kalamazoo; Detroit; Columbia, Md.; and Des Moines, along with business district organizations in Pittsburgh, I had some understanding of what convenient parking meant to local merchants. So I did some rough calculations.

I estimated the typical block in downtown as being 300 feet in length, then subtracted 10 feet on each end to gauge the frontal linear feet of storefronts. That equaled 280 feet. I estimated that most storefronts were 20 feet in width. I figured each parking space should be 18 feet long, so this meant about 15 parking spaces per block. I estimated the stores would be about 100 feet deep. That means the block would have about 28,000 square feet of selling space, and I was told that most merchants were averaging sales of $150 per square foot, though some were doing as well as $400 a square foot. This meant that the block should be doing at least $4.2 million in sales annually. A rough estimate would suggest that each parking space on that block was worth $280,000 in sales to that block, or $20,000 in sales to each merchant. As you can see, removing parking in front of the store could have a major effect on downtown businesses.

Of course, these are rough calculations. They do not account for nearby surface lots or parking garages, nor do they account for patrons riding bikes or on foot. But many cold-weather cities see bike and walking traffic decline precipitously when it’s snowing or sleeting, and many depend on the nighttime economy to survive–and many people feel safer having a car at night. For those of us in the downtown management business, it is a powerful argument for having the merchant and his or her employees park in a location other than in front of the store.

So before a city decides to eliminate on-street parking, someone should do a careful and rigorous analysis of the impact on Main Street. A lively Main Street can make the difference in attracting people to your town; a vacant, lifeless Main Street can have the opposite effect. Just ask your local merchant.

Tech-savvy: A Must for Parking and Mobility Employees

We all have a unique story of how we landed in the huge parking and mobility industry. My background is in technology, starting as a computer lab monitor in my children’s school to have something to do, to eventually being a database/system administrator. From these roles, I began to learn software programs, how to troubleshoot hardware issues, and how to run databases–all key skills to have in today’s parking industry.

When I started in the parking industry six years ago, the technology was just starting to take off. Mobility-as-a-Service (MaaS) was not even a thing yet. My office had been with the same vendors for 20+ years. Most of the technology was outdated and the need for newer, more efficient technology was a must. To navigate technology needs and learn what was available, I needed to get the parking industry trade shows.

My first step into a parking industry trade show hall was mind boggling. The sea of booths  was overwhelming to say the least. The amount of different software, hardware, and Software-as-a-Service (SaaS) was staggering. Navigating which technology was best for our offices and operations was challenging. However, with my background in technology, I was able to quickly see who actually had a product that would not only be here in 10 years but who had the infrastructure to mature with the changing needs of 21st century parking operations.

As I made decisions to bring the more efficient, 21st century technologies to my office at a public university, another challenge became obvious. The employees who have to run these technologies on a daily basis needed to have the skills to understand what they are working with. This is somewhat hard to overcome in an office where most people have worked for 25+ years. Having the university acknowledge that IT professionals are extremely valuable employees was also a mounting challenge. Making sure I find the time to train and leverage the people I have is a must.

My advice to parking and mobility professionals is to make sure your new hires are tech savvy and understand how software and hardware work–from customer service, parking officers to parking and mobility operations managers. Don’t rely on just one IT professional to handle your entire department. Technology has permeated all facets of business, education, and our personal lives. Parking is no different. Add in the need for social media management and the necessity is even higher. Your operations suffer without the proper skills needed to run them. We use multiple systems and technologies to run our businesses and operations. Make sure your staff has the skills to handle the jobs!

Wired: Why Parking Lots are Tricky for Autonomous Vehicles

An autonomous car in a parking lotMuch was written when Teslas under a new “Smart Summon” feature started crashing in parking lots–which was exactly where the feature was designed to work. This week, Wired took a shot at breaking down what that means for autonomous vehicles (AVs) in general, and why parking lots and garages will prove especially tricky for driverless cars. Among their findings:

  • As designed now, AVs will likely lose their GPS signals in underground garages, leaving them to find their way without a main source of direction. While they can use cameras to navigate, experts fear tight spaces like garages might leave those systems not as helpful as they are on roads.
  • Parking lots aren’t like highways, where other cars are all traveling in the same direction and around the same speed. Parking means bikes, people, and all sorts of vehicular movements and maneuvers.
  • Parking lots, in particular, are less defined than roads–Teslas seem to be having a hard time figuring out what’s pavement and what’s grass, for example.
  • Finally, parking lots are a uniquely human experience, with lots of nuance and rule-bending.

“In fact, parking lots are one of the most human places you could put a car that doesn’t need a human to drive,” the article says. “Their rules are not always consistent, and drivers, moreover, don’t always follow them. They’re full of little people-to-people interactions: a wave to let the dad behind the stroller know that that you’re going to stop and let him cross; a nod to tell the other driver to inform him that you’re waiting for this woman fiddling with her keys to finally pull out of her spot.”

Parking Under the Store

Yesterday, my wife and I stopped at a Safeway supermarket in Wheaton, Md. The supermarket is part of a mixed-use project with a high-rise apartment building on top, a Safeway on the ground floor, and a parking garage underneath. The apartment is within walking distance of the Metro station–a very good thing. Overall, we found the project quite appealing in terms of location, quality of construction, and amenities.

The idea of having a supermarket on the ground floor has real appeal. Although Wheaton is not a cold-weather city like Minneapolis or Des Moines, it does experience some occasional snow and cold and being able to shop indoors on a rainy day has real appeal.

But who designed the parking garage? The entrance is on the back of the building and signage directing customers to the garage could have been much better. Thankfully, there were large graphics indicating the entrance to the store once inside the garage. But the spaces were so narrowly marked that we watched several shoppers–all women–struggle to open car doors without banging against the adjoining vehicles.

I am particularly sensitive to this issue, because I have a classic 1984 Olds Toronado and I do not appreciate parking lot dings. There was no obvious place to return shopping carts either, so carts were floating around between cars. We witnessed several collisions between loose carts and parked cars.

I’ve written a book recently about designing downtowns for women. The chapter on parking, written by Barbara Chance,  PhD., president and CEO of CHANCE Management Advisors, Inc., raises many important questions. But the one that came to mind as I was parking in this facility was, “Did the designers ask women, particularly women with children, what they liked and disliked about parking garages?” We found in our research that parking garages were the most hated aspect of downtowns among the women we surveyed.

Lesson for parking professionals: Make sure you have a woman on your team when you design a parking facility. They will see things men won’t see. I guarantee it. If you don’t believe me, just ask Barbara at the 2020 IPMI Conference.
